The VA Medical Center in White River Junction, Vermont is recruiting for a Human Resources Assistant (Recruitment & Placement), that will perform a wide range of assignments involving the knowledge and skills in processing all types of personnel actions, appointments, separations, pay and status changes in accordance with Federal, OPM, and VA requirements. Duties include but are not limited to:
The incumbent will perform the full range of technical support work for the HR Specialists and coordinate and manage assigned HR program areas. Performs work in support of recruitment and placement, HR Development, employee benefit program, and works with automated information systems.
Incumbent will create recurring and new vacancy announcements, determine minimum qualification of applicants based on qualification standards and position descriptions, and refer qualified applicants for selection. Incumbent assists in all aspects of evaluating and managing the automated human resources system.
Processes all types of personnel actions- appointments, separations, pay and status changes, etc., in accordance with Federal, OPM, and VA requirements.
Codes personnel actions into a computerized HR system and completes subsidiary forms.
Determines pay rates and authority notations for the full range of actions.
Determines eligibility and establishes due dates for a variety of follow-ups within-grade increases, Title 38 advancements, probationary period reviews, etc.
Computes service computation dates, initiates security investigations, administers the oath of office, maintains service files (active and inactive) and establishes and maintains Official Personnel Folders.
Conducts basic orientation and exit interviews, advising employees on eligibility and procedures of various benefits, and prepares or reviews necessary forms.
Performs clerical and technical support duties (including providing appropriate training) related to various assignments for a particular section. These duties may relate to major HR functional programs, i.e. , pay administration, classification, recruitment and placement, employee benefits, performance management , employee development , etc.
Maintains subject matter files and records that relate to the work of the office, sets up and maintains logs showing status of actions and correspondence.
Receives visitors and telephone calls to the office, determines the nature of request and directs callers to appropriate staff, or personally provides the information desired.
Types narrative and tabular material, such as memorandum, correspondence and reports using a computer or conventional typewriter in accordance with VA correspondence manual and other applicable guidance. Responsible for proper grammar, spelling, capitalization, punctuation and format.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday-Friday 8am-4:30pm
